It is a “disturbing” public declaration of physical threats being made to neglectful dog owners, says a Kitsilano neighbor – and it’s situated right next to a large pile of poo.
A lawn in the 1600-block of Balsam Street currently boasts a sign that reads: “If I catch anyone walking away from a mess like this without cleaning it up. They will be looking at pictures of their dog from a hospital bed!!!!”
